Japan’s government sets a goal for the country to achieve zero greenhouse gas emissions by 2050. This puts the country’s economy in very difficult conditions, which most companies will not just accept. To stimulate the process, experts call for a carbon tax in the country and recommend installing solar panels on the walls of houses and roofs of cars.

Under the Paris Climate Agreement, Japan pledged to reduce greenhouse gas emissions by 26% by 2030 from 2021 levels. Yesterday in Tokyo, the first meeting of the ad hoc expert group on decarbonization issues was held, which was charged with developing a plan for solving the tasks. It is noted that for the complete decarbonization of the country by 2050, greenhouse gas emissions must be reduced by 2030 more than according to the commitments taken in Paris, namely, by more than 40%.

But even this figure may not satisfy the international community. Among developed countries, Japan is the leader in greenhouse gas emissions. According to the unofficial curator of compliance with the Paris Agreements — the organization Climate Action Tracker — by 2030 Tokyo should lead the country to reduce greenhouse gas emissions by more than 60%.

The tasks set will have to be solved with a significant tax burden on business and consumers. Experts estimate that Japan will need at least 165 trillion yen ($ 1.5 trillion) for complete decarbonization by 2050. Part of the funds for this is supposed to be collected through the introduction of a «carbon tax», as is done, in particular, in the EU. Experts call for the immediate introduction of such fees, otherwise the country will not achieve its goals in the planned time frame.

“There is an immediate need to introduce carbon charges,” said Tadashi Otsuka, a professor at Waseda University in Tokyo. «This will be a driving force in the direction of society towards decarbonization, for example, in the establishment of consumer habits and technological developments in corporations.».

In achieving decarbonization, the stake should be placed on renewable energy sources, primarily solar, and on hydrogen cells. Last year in Japan, solar energy accounted for up to 20% of electricity supplies (although the country was on the verge of an energy collapse in winter). In the transition to renewable energy, Japan is behind the UK and Germany, where the share of «green» energy in the supply is already approaching 40%. Therefore, responsible Japanese organizations recommend bringing the share of renewable energy in the country to 40% and even 50% by 2030.

One of the obstacles to the use of renewable energy sources is Japan’s power grid. Large companies often require small and medium-sized electricity suppliers to pay high fees for connecting to power grids. The government must intervene in this relationship. Also, the government will have to revise regulations and rules to stimulate the massive introduction of renewable energy sources.

Support should be provided for the rapid commercialization of new types of solar cells that can be installed on the sides of buildings and on the roofs of cars, as well as in places where this is difficult to do now due to the limitations of modern technology.
