Targeted advertising from Google and Facebook will become more accurate thanks to the mandatory pre-installation of Russian software
The specialists of ANO Information Culture decided to study domestic applications for built-in tracking algorithms, which, according to the new law, must be preinstalled on smartphones sold in Russia. It turned out that all commercial applications contain analytical trackers that collect and transmit data abroad.
The law on the mandatory pre-installation of Russian software from April 1 is intended to support domestic developers and has already turned into an incident when Samsung overdid it and made such software unremovable.
The experts analyzed the code of 16 classes of applications for Android and iOS released by Mail.ru Group, Yandex, Kaspersky Lab, New Cloud Technologies (MyOffice brand), as well as Gosuslugi and the Mir payment system. According to the report, built-in tracking mechanisms are not used only in the payment system application — other services have analytical mechanisms Google AdMob, Facebook Ads and others. Companies that can improve their ability to understand user interests include Google, Yahoo, Microsoft, Huawei, Facebook and other overseas IT giants.
«The authorities made the pre-installation of these applications mandatory, that is, de facto, they took responsibility for the transfer of citizens’ data to third parties in other countries,» says Ivan Begtin, director of Information Culture.
The situation is aggravated by the current inability to remove this software on Samsung smartphones, which, however, should soon be resolved. In particular, Yandex has already named companies that have confirmed that they will not prohibit the removal of such applications. By the way, Apple began to block applications that use user identification without their direct consent. Google may have to go the same way.
At the same time, the development companies claim that it is extremely difficult to do without trackers, and the information they contain is not formally the user’s personal data, since it is transmitted to the tracking services in an anonymous form. In addition, as Yandex notes, this data is not passed on to third parties, and Mail.ru Group points out that operating systems collect much more similar data.
Now the collection and use of such data in Russia is practically not regulated by law, and it is important to establish rules that are understandable for the industry, which will allow not only to develop technologies, but also to protect the rights of users, says Alexander, Chairman of the Commission on Legal Support of the Digital Economy of the Moscow Branch of the Russian Lawyers Association Zhuravlev.
