China has flooded the world with «junk» patents, but the authorities will put an end to this
In recent years, China has become a world patent factory. By the number of submitted applications, he began to outstrip absolutely everyone in the world. But as experts note, the practical value of most of them tends to zero. Meanwhile, the Chinese authorities allocate huge funds for this activity, which disappear without tangible benefits for the country. In the new five-year plan, Beijing will eliminate this practice, and will pay only for those patents that promise returns.

World Intellectual Property Organization (WIPO) published data in March that Chinese universities climbed even higher in world patent filing rankings. Last year, the top 20 included nine institutions from China, while in 20021 there were only three Chinese universities. Young Shenzhen University (38 years old), for example, last year ranked third in the world for the number of international patents, behind only the University of California and the Massachusetts Institute of Technology (MIT), which can surprise anyone who is even a little immersed in the topic.
Another interesting information reveals the effectiveness of Chinese science and technology parks, which are closely related to academic science and of which there are 20 in China. According to the State Audit Office of China, two of them have not commercialized a single study over the past ten years, although they regularly took money for maintenance, jobs and salaries. Moreover, according to the audit, R&D spending goes to the sand all over the country: of the patents obtained in 2021, only 8.4% of them reached commercial implementation.
The problem of «garbage» patents in China was raised before, but only now we got to put things in order. The new five-year plan will focus on rewards for patents that promise practical value for the foreseeable future. For example, before that, the authorities fully paid for the registration of patents around the world, and from this year this practice will be abolished.
In addition, a certification system for scientists and developers will be introduced in China. They are also going to put things in order in subsidizing «advanced» startups, behind whose souls there is often nothing but «junk» patents. Among other things, this will allow to put things in order and strengthen control over intellectual property, which will help the country to defend its case in foreign instances.
